World Bank Loan 4597-CHA: Huaihe River Pollution Control Project (HRPCP)

 

 

EASEN signed for the World Bank Financed Anhui Huai River Basin Pollution Control Project (HRPCP) to provide consulting services for the overall project implementation. The project was designed to upgrade water quality in Huai River Basin in Anhui Province. The project supported policy and institutional reforms in the establishment of well performing and sustainable wastewater treatment agencies as well as the physical works for the wastewater collection system and treatment plants. The project involved the construction and development of wastewater facilities in the cities of Bengbu, Huainan and Lu’an in the Huai River Basin of Anhui Province, aiming to improve the surface water environment in the Huai River Basin and reduce the pollution discharged to the river through improved municipal wastewater management.

 

EASEN provided the following services:

 

  • Project Technical Strengthening
  • Assistance to the Anhui Project Management Office (APMO) and the PIUs in conducting review of project design and design variation
  • Technical assistance for resettlement and environmental monitoring during project implementation
  • Ensure development in compliance with international practices and in accordance with the World Bank requirements
  • Procurement Strengthening to ensure the procurement practices are in accordance with WB guidelines and assist to speed up the progress of the procurement overall
  • Review the International Competitive Bidding (ICB) and National Competitive Bidding (NCB) documents and their Bidder Evaluation Reports (BERs)
  • Track the procurement process for each package in the project
  • Work as tender agency on NCB under the APMO’s assistance
  • Project Implementation Management Strengthening
  • Supervision and advice to project progress, contract implementation and disbursement to ensure these are in line with WB requirements
  • Technical advice to the construction supervision companies employed by the PIU in order to ensure the project implemented in line with the construction schedule, quality designated, and under budget
  • Training: On-the-job training to staff of APMO and PIUs and vocational guidance to deal with disputes on project management and supervision

 

 

 

 

      This project started in January 2006 and was completed in June 2008.
