ADB Loan Demonstration of Guangxi Elderly Care and Health Care Integration and Public-Private Partnership ProjectThe ADB Loan Demonstration of Guangxi Elderly Care and Health Care Integration and Public-Private Partnership Project X-CS4: Technical Capacity Development in Elderly Care Sector Contract is made on the 15th day of the month of August, 2023, between, on the one hand, Guangxi Foreign Loan Projects Management Office (GPMO) and, on the other hand, a Joint Venture of Easen International Co., Ltd and Jiangxi Provincial Changtian Healthcare Investment Group Co.,Ltd. and Silver Age (Beijing) Health Consulting Co.,Ltd. The total investment of the project is approximately RMB 1.2986 billion, of which the equivalent of USD 100 million is a loan from the Asian Development Bank (ADB). This project has six main contents, namely (i) strengthening the discharge management system (PIEs) of the target hospital; (ii) Construct five elderly care institutions in Hezhou City and Nanning City, and construct a medical institution in Nanning City with a design suitable for the elderly and gender sensitive medical facilities; (iii) Building elderly care institutions to operate elderly care facilities; (iv) Strengthen the ability of PIE to provide appropriate rehabilitation treatment (physical, occupational, and speech therapy); (v) Strengthen the ability of PIE operated elderly care institutions to fully provide nursing services, such as daily life care, dementia care, and end-of-life care; Develop a capacity building plan for PIE and (vi) further enhance its capabilities to ensure proper and sustainable operation and provision of nursing services. This project will construct and operate elderly care institutions in Hezhou City through PPP to support the provision of medical services.

ADB Loan Guangxi Wuzhou Health and Elderly Friendly City Development ProjectThe Easen Environment and the Office of the Leading Group for International Financial Organizations and Foreign Government Loan Project Management in Wuzhou City signed a project management and capacity building consulting service contract for the Guangxi Wuzhou Health and Elderly Friendly City Development Project funded by the Asian Development Bank in November 2023. Wuzhou City, Guangxi Zhuang Autonomous Region has obtained a loan of 100 million US dollars from the Asian Development Bank (hereinafter referred to as the "ADB") for the implementation of the "Wuzhou Healthy City and Elderly Friendly City Development Project" (hereinafter referred to as the "Project"). The Asian Development Bank hired a project preparation team to conduct a comprehensive technical evaluation of the project based on the project proposal and feasibility study results prepared by the Wuzhou Municipal Government. After that, they reached an agreement with the Wuzhou City on the overall design of the project. The Asian Development Bank loan project in Wuzhou adopts a "results based lending" (RBL) model. To this end, the Wuzhou Municipal Government formulated the "Wuzhou Health and Age Friendly City Action Plan (2021-2025)" in April 2022 as an RBL project funded by the Asian Development Bank. The timeline of the RBL project coincides with the second phase of the Healthy Wuzhou 2030, which is the "deepening and acceleration" phase. The RBL project covers three central urban areas in Wuzhou City, including Changzhou District, Longwei District, and Wanxiu District. The estimated total investment of the project is 1.3730.8 billion US dollars, including a loan of 100 million US dollars from the Asian Development Bank and a support of 1.2730.8 billion US dollars from the Wuzhou Municipal Government. The implementation period coincides with the 14th Five Year Plan, which is 2021-2025. Wuzhou City successfully implemented the "Guangxi Wuzhou Urban Development Project" funded by the Asian Development Bank from 2009 to 2017, with a focus on comprehensive improvement of geological disasters and resettlement, construction of the road network and related infrastructure in Hongling New Area, establishment of a disaster warning and forecasting system, as well as project management and capacity building. This project uses the traditional investment project model. This project is the first health and age friendly city development project launched by the Asian Development Bank in China, and it is also one of the early RBL projects launched by the Asian Development Bank in China. It is also the first project carried out by Wuzhou City in the field of health and friendly city construction, using the RBL model. In order to support the smooth implementation of the project, three consulting services are planned to be recruited under the project: 1) Initiate support for individual experts - before the loan takes effect, the Asian Development Bank will invest in hiring four independent experts to assist the project office. These four expert positions are: environmental expert, resettlement expert, social and gender expert, and financial management expert. 2) The independent verification agency - Wuzhou Project Office will represent the Wuzhou Municipal Government in recruiting an independent verification agency, which will be responsible for independently verifying the "payment related indicators" according to the "verification agreement". 3) Project Management and Capacity Building Consulting Services - The Wuzhou Project Office will represent the Wuzhou Municipal Government in recruiting a consulting firm. The impact of the project is to improve the livability, age friendliness, and social inclusiveness of the core urban area of Wuzhou. The main outputs include: 1) establishing a healthy and safe four generation urbanization environment; 2) Enhance elderly friendly comprehensive services and facilities; 3) Institutional strengthening and capacity building; 4) Improving urban environment and hygiene; 5) Upgrade parks, green spaces, and leisure and fitness facilities; Demonstration of "Vitality Block"; 6) Safe, accessible, pedestrian friendly streets, pedestrian crossings, and sidewalks; 7) Developing elderly care services (community and home-based elderly care, institutional elderly care) with the participation of the private sector; 8) Promoting a healthy lifestyle; 9) Strategic planning, research, and capacity building. The Wuzhou Municipal Government is the project executing agency. The Wuzhou Municipal Government has established a cross departmental project leadership group led by the Executive Vice Mayor. The Office of the Project Leadership Group (referred to as the "Wuzhou Project Office") is located in the Development and Reform Commission of Wuzhou City. The implementing agencies include the Development and Reform Commission of Wuzhou City, the Civil Affairs Bureau of Wuzhou City, the Health Commission of Wuzhou City, the Urban Management and Supervision Bureau of Wuzhou City, and the Culture, Radio, Television, Sports and Tourism Bureau of Wuzhou City. Summarize project results. Assist the project office in disseminating project innovation points and achievements. 16) Monitoring and reporting: Regularly monitor the progress of various aspects of project implementation, prepare quarterly, semi annual, and annual progress reports, as well as mid-term and completion reports. 17) Problems and suggestions: Identify problems in the project implementation process in a timely manner and provide solutions.

ADB Loan Fujian Xianyou Mulan River Basin Integrated Ecological Improvement and Environmental Management ProjectEasen and the Management Office of the ADB Loan Project for Soil and Water Conservation and Rural Development in Xianyou County, Fujian Province signed a consulting service contract in September 2023 regarding the ADB Loan Project for Comprehensive Ecological Environment Management and Improvement in the Mulan River Basin of Xianyou County, Fujian Province On August 26, 2022, the Asian Development Bank approved a loan of 190 million euros (equivalent to 200 million US dollars) from its ordinary capital resources for the comprehensive ecological improvement and environmental management project in the Mulan River Basin in Xianyou, Fujian. The loan and project agreement was signed on November 11, 2022, and the loan became effective on February 10, 2023. The project will be actually completed on November 30, 2028, and the loan will end on May 31, 2029. This project meets the following impacts: ecological restoration and rural livelihoods are strengthened. The project will achieve the following results: the ecological and environmental risks in the Mulan River Basin will be alleviated. The consulting service will start based on the start date and will continue until May 31, 2029. ADB Loan Shanxi Urban- Rural Water Source Protection and Environmental Demonstration ProjectThe Management Office of Easen Environment and Shanxi Urban and Rural Water Source Protection and Environmental Improvement Demonstration Project signed a consulting service contract in April 2023 regarding the Shanxi Urban and Rural Water Source Protection and Environmental Improvement Demonstration Project. The Asian Development Bank approved a loan of $100 million to the government of the People's Republic of China on December 31, 2017, to fund the urban and rural water conservancy and environmental demonstration project in Shanxi Province. The project will be implemented by the Shanxi Provincial Government through the Jinzhong City Government and the Zuoquan County Government. Through the implementation of the project, (i) the operation of Shixia Reservoir and the improvement of its watershed vegetation, (ii) the restoration of Qingzhang River and Binhe Road, (iii) inclusive water supply and wastewater collection services, and (iv) institutional capacity has been strengthened, thereby improving the living and environmental conditions of urban and rural residents in Zuoquan County. KfW Development Bank Loan Tiandong County Living Environment Integrated Rehabilitation ProjectThe estimated total project cost ("total cost") is approximately 110 million euros. Due Diligence of Chinese Environmental Protection Companies Focusing on Solid Waste Treatment through International Finance Corporation (IFC) Green LoansEasen International signed a contract with International Finance Corporation (IFC) in September 2020 to invest in a well-known Chinese environmental protection company (Guangzhou Qiaoyin Company) focused on solid waste treatment through green loans for due diligence. The International Finance Corporation (IFC) is considering investing in a well-known Chinese environmental protection company (the "Company") focused on solid waste treatment through green loans. Green loans will be used for multiple green investments in the company's PPP projects. The International Finance Corporation will conduct due diligence (DD) on the company's Enterprise Management System (CMS) and conduct a detailed evaluation of projects that will use the proceeds of the International Finance Corporation's green loans. The purpose of this due diligence is to assess the technical and commercial risks of the proposed investment project by the International Finance Corporation. Our due diligence investigation aims to assess the financial and reputational risk levels that International Finance Corporation may face as a result of obtaining green loans from other business areas conducted by the company. This project will conduct due diligence in the following two areas: Part 1: Due diligence of the company will be conducted at the company's Guangzhou headquarters to assess the financial and reputational risk levels that may arise from the International Finance Corporation's investment in Qiao Yin, assuming that green loans are used for agreed business lines and investments. WB Loan Hunan Zhuzhou Brownfield Remediation ProjectEasen International Co., Ltd. signed a consulting service contract for the heavy metal pollution environmental treatment project in the Qingshuitang area of Zhuzhou in August 2017. The Zhuzhou Municipal Government attaches great importance to the pollution problem in the Qingshuitang Industrial Zone and established Zhuzhou Circular Economy Investment and Development Group Co., Ltd. in 2009, specifically responsible for environmental governance and redevelopment of the Qingshuitang Industrial Zone. The project will improve the protection, management, and development of scarce water resources through comprehensive water resource management, thereby enhancing the water resource utilization level of the Guiyang Municipal Government. ADB Loan Hubei Enshi Qing River Upstream Environment Rehabilitation and Ecological Protection ProjectEasen International Co., Ltd. signed a consulting service contract for the Hubei Enshi Qingjiang Upstream Environmental Governance and Ecological Protection Project with an Asian Development Bank loan in March 2017. This project will address the inadequate collection and treatment of wastewater, widespread non-point source pollution, and frequent floods in Enshi Tujia and Miao Autonomous Prefecture (ETMAP), Hubei Province, which affect living standards and sustainable economic development. Its impact will be to improve the environmental and ecological sustainability of the upper reaches of the Qinghe River basin. The result will be an improvement in river health and water resource management in the upper reaches of the Qinghe River basin. The expected output of this project is: (i) improved wastewater management; (ii) Strengthen flood control management; (iii) Integrate water and environmental management; (iv) Strengthen inclusive capacity building. The project is classified as Environmental Class A and has prepared an Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) in accordance with the ADB's Safeguard Policy Statement (SPS, 2009). The environmental impact assessment and environmental management plan were disclosed on November 26, 2014. The project is expected to achieve environmental benefits, including improving the water quality of the Qinghe River in the project area, reducing flood risk, increasing wastewater treatment capacity, improving sewage coverage for approximately 40000 households, and improving the resource management capacity of ETMAPG for water quality. The potential environmental impact comes from planned dredging and embankments, as well as interference related to construction and operation. In the preparation process of environmental impact assessment, consultations were held with major stakeholders and the results were incorporated into the project design. ETMAPG, through the Project Management Office (PMO), will be responsible for overall implementation and compliance with EMP. The project management office and implementation agency will be responsible for implementing the environmental management plan on site. The project office will be ultimately responsible for the implementation of the appeal handling mechanism to resolve any disputes. The conclusion of environmental impact assessment is that implementing an environmental management plan can mitigate expected environmental impacts and risks. According to the SPS (2009) of the Asian Development Bank, this project is classified as Class A involuntary immigration. It will permanently acquire a total of 73.15 hectares of land; An additional 145.28 hectares will be temporarily occupied. The project will demolish a 12778 square meter house. This will cause 5431 people to be economically displaced, of which 1645 will lose more than 10% of their agricultural production assets, and 143 will be displaced. ETMAPG has prepared two immigration plans for Enshi and Lichuan based on the SPS (2009) of the Asian Development Bank and relevant laws and regulations of Enshi and Lichuan in Hubei Province. ETMAPG will fully contribute RMB 132607 for land acquisition and immigration expenses. The Asian Development Bank loan will be used for the cost of semi annual external immigration monitoring and evaluation. ETMAPG has experience in land acquisition and resettlement for foreign-funded projects, and is capable of executing the resettlement plan for the project. PMO and PIU will closely monitor the implementation status. According to the SPS of the Asian Development Bank, this project is classified as B. The ethnic population of ETMAP is 4.01 million; 45% Han, 46% Tujia, 6.5% Miao, and 2.5% other ethnic groups; The level of racial diversity in the project area is similar. The socio-economic and livelihood systems of ethnic minorities are similar to those of the mainstream population in terms of income, economic activities, and education, and no language or other cultural barriers have been found. They will benefit equally from project activities. In order to ensure that ethnic minorities benefit, ETMAPG has developed and approved a minority development plan.

ADB Loan Xinjiang Aksu Integrated Urban Development and Environment Improvement ProjectEasen International Co., Ltd. signed a consulting service contract for the ADB loan Xinjiang Aksu Urban Comprehensive Development and Environmental Improvement Project in August 2016. In order to improve the service level of infrastructure in Aksu City, the government of Xinjiang Uygur Autonomous Region has applied for a $150 million loan from the Asian Development Bank to carry out infrastructure construction and renovation in Aksu City. This project supports: (1) improvement of urban roads, (2) expansion of parks and green spaces, (3) improvement of water supply services, (4) improvement of drainage conditions, (5) improvement of heating conditions, (6) expansion of garbage collection services, (7) comprehensive improvement of wetlands, (8) strengthening of solid waste management, wetland management, and traffic management in Aksu City. Therefore, by improving the transportation of urban and rural residents and impoverished populations, as well as improving the environment, the implementation of the project is conducive to poverty alleviation and reduction. Through the improvement of urban service facilities and environment, such as urban roads, parks and green spaces, water supply and drainage, heating, garbage treatment, and the implementation of comprehensive wetland remediation projects, vulnerable groups in society can directly benefit and improve their quality of life. This project will significantly improve municipal services in the project area: (i) The number of households connected to tap water supply will increase from 52.6% to 88.6%, (ii) The number of households with sewage connections will increase from 8.0% to 66.6%, (iii) The number of households with central heating systems will increase from 12.7% to 87.0%, The coverage of solid waste management in households will increase from 18.7% to 100%. The improvement of services will have a significant impact on the environment, including intercepting approximately 21600 cubic meters of currently uncollected wastewater, thereby reducing pollution of Aksu's water resources. The project not only covers an area of 31 square kilometers in the central urban area, but also occupies the Aksudora Wetland in the northern part of the central urban area. Suitable for upgrading residential alleyway components in suburban communities primarily inhabited by ethnic minorities. Improve the conditions and connectivity of Aksu's urban road network for users of all backbone, secondary, collection, and lane sizes. IFC - China Overseas Bank Environmental Protection Technology Co., Ltd. Technical Due DiligenceIn September 2020, the United States Easen and Shanghai Easen signed a technical due diligence service contract with the International Financial Organization (IFC) for China Overseas Bank Environmental Protection. The International Financial Organization (IFC) is considering investing in Qiaoyin Environmental Protection Technology Co., Ltd. in the form of green loans. Green loans will be used for several green investments in the Qiaoyin PPP project. IFC will conduct due diligence on the corporate management and systems of Qiaoyin, and conduct a detailed evaluation of projects that will utilize green loan proceeds. The purpose of this due diligence is to assess the technical and commercial risks of the proposed investment project. Due diligence is conducted from two aspects: Part 1: Conduct an enterprise due diligence on the management system of Qiaoyin Company at Qiaoyin Guangzhou headquarters to evaluate the potential financial and reputational risk levels that IFC may incur when investing in Qiaoyin, assuming that green loans are used for agreed business lines and investments. Qiaoyin currently operates over 300 projects in 60 cities across 17 provinces in China, with projects in five operational categories. Part 2: Due diligence on multiple solid waste and sanitation projects in Guangdong Province, Yunnan Province, Guizhou Province, Jiangxi Province, and Henan Province.

Southeast Gobi City and Border Town Development Project - Additional FinancingEasen International Co., Ltd. signed a consulting service contract for the Southeast Gobi City and Border Town Development Project with the Asian Development Bank's technical assistance loan in July 2017. The management of additional funds and technical assistance grants will enhance the quality and reliability of wastewater management services at the two aimag centers of the current project, and extend service improvements to two other important projects, thereby expanding and expanding the socio-economic benefits of the project. The expected outcome will be to improve urban development and governance, and expand access to sustainable infrastructure and public services in urban areas in the southeastern part of the Gobi. The main outputs of the current project include urban roads, water supply networks, wastewater and regional heating, solid waste collection and disposal systems, and reform of urban service provision.

WB Loan Hubei Jingzhou Historic Town Conservation ProjectEasen International Co., Ltd. signed a consulting service contract for the World Bank loan Hubei Jingzhou Ancient City Restoration and Protection Project in March 2017. The World Bank Executive Board has approved China's use of World Bank loans for the restoration and protection of the Jingzhou Ancient City in Hubei Province. The project focuses on the protection and utilization of cultural heritage, and aims to promote sustainable urban development, alleviate traffic congestion in the ancient city area, improve the living environment of residents around the ancient city, and enhance the protection of the ancient city by taking measures such as cultural heritage protection in Jingzhou City, improving the water environment of the ancient city, and enhancing transportation convenience. The project construction includes the protection and restoration of cultural heritage such as the city walls and Kaiyuan Temple of Jingzhou Ancient City, upgrading of Jingzhou Museum, improvement of tourism information center, improvement of drainage and sewage pipeline network of Jingzhou Ancient City, construction of moats and wetlands along lakes, improvement of roads and public transportation in Jingzhou Ancient City, and enhancement of project management and institutional capabilities. The total investment of the project is about 1.059 billion yuan, of which 100 million US dollars is planned to be borrowed from the World Bank, with a loan term of 25 years (including a 5-year grace period). The expected execution period of the project is from March 2016 to March 2021. We plan to construct a partial slope protection and ecological revetment of the North moat with a length of 2350 meters, and carry out full dredging of the moat. The total amount of dredging is 718180 cubic meters. ● Water system management within the ancient city. We plan to carry out dredging and ecological revetment construction on North Lake and West Lake, with a total dredging volume of 482400 cubic meters. The sewage interception project on the outer side of the moat. Construct a 5600meter D600-D800 sewage interceptor for the moat. Jingzhou Brick City Maintenance and Tucheng Governance Repair the 2154.14meter south city wall and the 1240.7meter north city wall. Conduct soil compaction, slope protection, weed eradication, and pedestrian walkway construction on the approximately 10.28kilometer long Tucheng. Construction of Supporting Facilities for the Protection of Jingzhou Ancient City 10.28kilometer ring road protection, maintenance, and supporting facilities within the city wall. The road protection and maintenance of the outer ring road of the moat, with a total length of 8844 meters. ● Traffic dredging projects inside and outside the ancient city. Build 4 tourist reception centers with a total construction area of 64003 square meters. Ancient City Plant Restoration and Improvement Project A landscaping project with a total length of 8620 meters around the city wall, with a planned green area of 30.2 hectares. The landscaping project around the moat has a planned green area of 15.8 hectares.

ADB Loan Hubei Huanggang Urban Environment Improvement ProjectEasen International Co., Ltd. signed a consulting service contract for the Hubei Huanggang Urban Environmental Comprehensive Treatment Project with an Asian Development Bank loan in April 2016. The goal of this project is to promote the urbanization process of environmental sustainability and social inclusion in Huanggang City, Hubei Province, China by improving urban infrastructure construction and management services. This project will support the capacity development of urban river and lake environmental improvement, solid waste management, urban road and related public facility networks, and related urban services. The project plans to utilize a loan of 100 million US dollars from the Asian Development Bank, and is expected to be executed from April 2016 to August 2020. As part of the project capacity building project, the environmental protection department of Huanggang City will develop a water quality monitoring and forecasting system for the upper reaches of Xingfu River, as well as Baitan and Chiye Lake, and use it for systematic and sustainable water quality management. The system will be based on hydraulic and water quality models developed during project preparation, with great potential for replication. It can be disseminated as a good practice for sustainable pollution control and ecological protection, applicable to pollution and clogged urban lakes in small and medium-sized cities along the Yangtze River and other regions of China This project includes three sub projects: (i) Urban Lake and River Improvement sub project, (ii) Solid Waste Management sub project, and (iii) Capacity Development and Institutional Strengthening sub project.

In regards to this project, the ADB will provide a grant (GRANT NO.: 0190-PRC) from the Water Financing Partnership Facility, in order to enhance the sustainability of water supply and wastewater infrastructure in the subproject’s small cities and towns of Shanxi Province. For this project, EASEN’s consulting experts will assess the current institutional and financial performance of the local government agencies involved, and design a development program to strengthen the institutional and financial management practices in regards to planning, financing, implementing, operating, and maintaining water and wastewater facilities. Background: The People’s Republic of China (PRC) is experiencing urbanization at a scale unprecedented in human history. Between 1978 and 2007, the PRC’s urban population increased from 18% to 45% and is projected to reach 56% by 2020, when the PRC’s urban population will be around 800 million. Delivering adequate water supply and wastewater services to existing and future urban residents is critical to the sustainability of the PRC’s ongoing urbanization drive. While water supply coverage rates are generally high, water quality is threatened in many cities and towns as a result of surface and ground water pollution. Wastewater collection systems lag behind urbanization and treatment rates are low, particularly in small cities and towns. In this project, EASEN will support improvements to urban infrastructure services in order to enhance the sustainability of the water supply and wastewater infrastructure of Shanxi Province. Yongxing Industrial Park Soil Remediation ProjectProject Background In January 2012, the Yongxing Municipal Government selected EASEN to conduct a soil remediation process for farmland contaminated by a noble metal refinery in the Yongxing County Industrial Park in China’s Hunan Province. For this project, EASEN’s team of experts will conduct sample analysis to determine the contaminants in the soil in order to further restore the soil to conditions suitable for landscaping. After testing the soil, EASEN’s environmental remediation experts will determine the land use history, the hydrological and geological characteristics, and the distribution and level of pollutants in the site’s soil. EASEN’s team will then devise the most economically and technically feasible process and develop a remediation action plan. December 2011 - June 2012: ADB RETA-6143: Promoting Gender Equality and Women’s Empowerment Subproject for Turpan Women’s Ethnic Minority Cultural Tourism Development. This project’s main focus is to improve the living standards of local ethnic minority women in Turpan City, Xinjiang Province, China. The objectives aim to develop small-scale cultural heritage business among local women and to strengthen the capacity of The Turpan Women’s Federation. EASEN, in collaboration with The Turpan Construction Bureau (IA) and The All China Women’s Federation (ACWF), will design and conduct a capacity building program focusing on small business development and marketing, cultural tourism, traditional food preparation and storage, and handicraft production for ethnic minority women in Turpan. The program will include handicraft training in the areas of embroidery, fabric ornaments, and small accessories. In addition, 90 local women will participate in a foreign study exchange to Urumqi, Kanas, Barkol and Mulei regarding tourism development, home visit operation as well as embroidery skill improvement. EASEN’s team of experts will identify existing capacity, needs and interests for expansion, available resources, infrastructure, and local tourism market opportunities. ADB TA 7225-PRC Technical Assistance for Sanchuan Energy Development Co., Ltd.ADB PPTA No. 7225-PRC: Improving Corporate Governance and Enhancing Institutional Capacity of Environmental and Social Management for Sanchuan Energy Development Co., Ltd. EASEN was contracted for The Asian Development Bank (ADB) PPTA No. 7225-PRC: Improving Corporate Governance and Enhancing Institutional Capacity of Environmental and Social Management Project for Sanchuan Energy Development Co. Ltd. (Sanchuan), a developer of small hydropower plants in Yunnan Province, People’s Republic of China. In regards to this project, EASEN provided technical assistance in order to build capacity in environmental and social safeguards and establish good corporate governance. At the corporate level, EASEN established an environmental and social unit (ESU) to oversee the environmental and social aspects of hydropower projects developed by project-level companies. The ESU staff members then prepared and implemented safeguards in subprojects which also included staff training. Finally, a monitoring and evaluation mechanism was built into the capacity building program. EASEN also conducted a thorough examination and analysis of the existing corporate governance policies and practices of Sanchuan. Our experts recommended ways to become a well-run transparent company, consequently improving its performance and access to capital. The recommendations were in the form of an action plan outlining steps and a timetable for implementation. EASEN’s technical assistance (TA) consisted of two phases: Phase 1: Environmental & Social Monitoring. Determine environmental and social issues Establish an outline of the environmental and social tasks to be carried out Create a capacity building program to monitor and evaluate environmental and social issues Phase 2: Corporate Governance & Financial Control. Assure management transparency and accountability of company policies and practices Draft a corporate governance code outlining the role and responsibilities of the board of directors, including independent board members, subcommittees, board policies, and treatment of minority shareholders Assess current accounting and disclosure practices and internal controls for supervision of operational risks transaction controls, budgeting, and financial management Establish practices in compliance with International Financial Reporting Standards (IFRS) in order to participate in international and domestic capital markets Provide documentation to support enhanced internal auditing and control procedures Set out a model set of accounts and provide a plan for implementation, training, and capacity building The project began in May 2011 and finished in June 2012.

This project improved the urban road and bridge infrastructure, water supply and sewerage systems, urban environment, and wetland protection in the cities of Dingxi and Zhangye in Gansu Province, the People’s Republic of China. Tasks included the preparation of a feasibility study and investment project for possible funding by the ADB to support the government’s efforts of promoting integrated urban infrastructure development and environmental protection. EASEN consultants provided the following services: Review institutional arrangements for the project and assess the capacity of the Gansu Provincial Finance Bureau (GPFB), the project executing agency Prepare institutional capacity development programs for relevant project components concerned with roads, bridges, traffic management, water supply and wastewater treatment services, urban environmental management, and wetland restoration and protection in line with ADB’s Guidelines for the Financial Management and Analysis of Projects Propose a detailed, realistic, and operationally sound organization of the PMO to ensure efficient project implementation as well as an efficient structure for the (implementation agencies IAs Assess and determine interagency arrangements and coordination among roads, bridges, and water supply services and other municipal services during construction, and operation and maintenance of completed infrastructure facilities Design and conduct training workshops to cover ADB procedural requirements During implementation, identify consulting services required for further training programs. The main focus of the project is the implementation support for community-based sustainable tourism, project management, and quality control as well as practical specific researches. The project development objective is to assist Guizhou Province in increasing economic benefits to local communities (including minority groups) through increased tourism and better protection of the region’s cultural and natural heritage. The consulting package covers 18 ethnic minority villages, 3 ancient towns, 2 national scenic areas, and 2 natural heritage sites in Guizhou Province. Achievements of the project include: Flood reduction Increase the scope of sewage collection and treatment/improve management Improve the water quality level of the natural water bodies & river courses inside Jiaozhou City to make it above level 4 by 2015 Reach the flood prevention standard not lower than the standard for prevention of the strongest flood within 50 years Reduce wetland degradation in Jiaozhou Bay Improve and maintain the water quality of the entire Jiaozhou Bay Improve the water price structure by gradually raising the water price and achieving recovery of the total cost Project objectives include: Capacity building for management of floods and water resources Environmental management and pollution control Ecological support of Artificial lakes The project started in June 2010 and will be completed in December 2013.

World Bank TCC5 Jiangxi Overseas Training ProjectWorld Bank TCC5 Jiangxi Overseas Training Project On March 22, 2010, EASEN was contracted for the World Bank Loan TCC5 Jiangxi Overseas Training Project in the Poyang Lake eco-economical zone. The project, implemented by the Jiangxi Provincial Development and Reform Commission, aimed to protect the ecological environment, reduce the impoverished population, and enhance the prevention and control of snail fever in the Poyang Lake eco-economical zone of Jiangxi Province. . The Poyang Lake With the rapid urbanization and industrialization in Jiangxi Province, the total discharge amount of main pollutants into the Poyang Lake basin area showed a concerning increase. The increase of nitrogen and phosphor pollutants into the Poyang Lake resulted in accelerated eutrophication, creating an abnormal change in regional vegetation, biomass, and wetland areas as well as a reduction in the number of migratory birds. For these reasons, the Jiangxi Provincial Government and relevant departments decided to construct the Poyang Lake Eco-economical Zone to strengthen the protection and support reasonable development of the Poyang Lake. The Great Lakes Industrial Zone in North America is a successful example of economic development and environmental protection in a Lake Region. The Great Lakes include Lake Ontario, Lake Erie, Lake Huron, Lake Michigan and Lake Superior. Major cities in the Great Lakes region include Chicago, Milwaukee, Detroit, Cleveland, and Toronto and Montreal. It is the area of the United States and Canada with the highest level of industrialization and urbanization. EASEN directed an overseas study tour to provide training on the advanced methodology and policy of the Great Lakes region. The training program compared the differences between the two regions in order to improve the environmental protection and economical development in the Poyang Lake Area. EASEN managed the arrangement and implementation for the overseas training project from March 31, 2012 to April 9, 2010. A delegation comprising of six members of the Project Management Office (PMO) participated in the overseas training for 10 days total. The training took place in The United States and Canada and included both technical seminars and site reviews, covering diverse technical and managerial topics related to the research and policy approach on the water environment improvement, ecology and wetland protection, and economical development of the Poyang Lake Area. The project consisted of four aspects: Establish Poyang Lake water quality monitor database and environmental protection data sharing platform with cross-departments Provide policy recommendations for the industries of Poyang Lake eco-economical zone and prepare expert recommend report Provide comments for advance environmental protection practices relevant to the Poyang Lake, development of environmental protection guidelines, reduction of impoverished population, and prevention and control of snail fever Improve the understanding, implementation and operation of relevant officers in the fields of environmental protection, reducing impoverished population and snail fever prevention and control The objectives of the overseas study tour program: Improve the project management capacity of the personnel in the Project Management Unit (PMU) Strengthen the organizational capacity, and study overseas advanced management experience in water environment treatment, ecological protection and economic development through domestic and overseas study tours, workshops, seminars and on-the-job training Provide a creative and prospective proposal for Jiangxi province and/or China’s twelfth five-year plan

The project will implement urban environmental improvement projects in 15 counties and cities of Jilin Province, including Yushu City, Da’an City, among others. The project will also improve the urban environments and achieve long-term sustainable development through investments in wastewater management, solid waste management, and integrated river improvement. EASEN’s experts are providing support and professional services to insure achievement of project objectives by satisfactory arrangement in institutional, managerial, financial and operational processes. The consulting services package is composed of two parts: a) project management; and b) institutional strengthening. Tsinghua Unisplendor Private Placement ProjectAs part of a support initiative to the Tsinghua Unisplendor Environmental Protection Group (Thunip Holdings), EASEN’s financial team worked as the financial advisors that assisted the group in obtaining a 60 Million USD private equity investment from the Asian Development Bank’s Private Sector fund. Services provided included the valuation of Tsinghua Uniplendor’s financial analysis for one water supply plant and one wastewater treatment plant in Wuhai (Inner Mongolia), two wastewater treatment plants in Dalian, one wastewater treatment plant in Taizhou (Jiangsu), one wastewater treatment plant in Huaiyin (Jiangsu), one wastewater treatment plant in Ruian (Zhejiang). The team also provided advice on financial management, technology utilization and operations standards for the listed plants.

ADB CDIA TA-6293 Yangzhou City Project: Managing the Cities in AsiaADB CDIA TA-6293 Yangzhou City Project: Managing the Cities in Asia The ADB TA-6293 Yangzhou Project consists of 3 subprojects: The first is to provide concrete and immediate technical assistance to the city of Yangzhou by arranging financing for the completion of projects underway, arranging upgrades and capacity increases in critical water supply and water treatment facilities needed to support continued urban growth and improve the urban environment, and give advice on the best means for achieving financial sustainability of Yangzhou local water treatment company and associated municipal institutions. This project has been completed. The second subproject is to identify financially sustainable solutions that complement Yangzhou's efforts on urban upgrading through mobilization of private sector capital and adequate financial structuring of projects, and to provide a road map for a selected area within the old city center to be upgraded and redeveloped including sample designs of upgrading and redevelopment. This project has been completed. The third subproject is to identify economically feasible solutions for the rehabilitation of Yangzhou's water ways and adjacent land with the focus on clean-up and redevelopment of urban canal, river banks, and adjacent land, and to contribute to better water quality in those water bodies. This project started in July 2009 and was completed in 2010.

Wastewater Treatment Project for Shanghai Bailonggang BST 2.3Shanghai Bailonggang Wastewater Treatment Plant (WWTP) and Sludge Treatment Project (BST 2.3) In collaboration with the China Railway No.4 Engineering Group Co., Ltd. (Railway No.4), EASEN supplied technical assistance (TA) for the Shanghai Bailonggang Wastewater Treatment Plant (WWTP) and Sludge Treatment Project (BST 2.3). The BST 2.3 is a key component of the World Bank funded Shanghai Environmental Project APL Urban Wastewater Management Component Phase II. The scope of the project to treat the chemical sludge, primary sludge and excess sludge created during the upgrade and expansion process by combining some different state-of-the-art treatment methodologies together. The designed sludge treatment capacity will be 268t/d. EASEN will assist in building the following: Sludge digestion treatment system (including 8 oval-shaped digesters with diameter of 25m and 45.65m in height) Sludge transportation system Methane treatment and utilization system Water treatment system Sludge drying system EASEN will also upgrade the current sludge thickening treatment system. The volume of oval-shaped digesters is 12,300m3 with an internal diameter of 25m at its widest section. The construction is done with reinforced concrete with the deepest foundation ditch of 13.4m. They are the largest oval-shaped digesters in term of size and quantity in Asia and throughout the world. The technologies, techniques complication, and technical difficulties faced made it one of the most difficult components of the overall project. Railway No.4 is the implementation agency of the Project. EASEN signed a contract with the Railway No.4 to closely cooperate with them on this Project. In addition, with previously successful World Bank projects, EASEN can also supply technical support and assistance, review and amend their blueprints for efficiency and instruct for Project implementation and testing. This project started in 2009.

ADB Central and Western Airports Development ProjectADB Central and Western Airports Development Project As of 2008, Easen International won the contract for the ADB-financed Central and Western Airports Development Project, implemented for the HNA Airport Holding (Group) Co., Ltd. (which includes the Hainan Provincial Airlines Company). The project supports the expansion and Capital Expenditure Plan of the HNA Airport Group Company Ltd. (HAG) in order to privatize, rehabilitate, expand, upgrade, and operate medium and small airports in the central and western regions of China. Established in October 2003, HAG is an airport investment and management company which invests and operates civil airports throughout China. Currently HAG has eleven portfolio airports which are medium or small feeder airports or non-hub airports. Six of these are located in the central and western regions, while the others are in relatively less-developed coastal regions. Project components include: Enhanced development of efficient medium and small airports in the less-developed central and western regions of China Ease financial constraints faced by provincial or municipal governments by mobilizing private sector funding for airport development Support economic growth in the central and western areas of China Provide good infrastructure facilities for airport development Improve aviation safety and overall services Reduce the cost and time required for long-distance travel Create employment opportunities For this project, EASEN’s team of experts completed an Environmental Impact Assessment (EIA) report, based on the relevant National Environmental Standards and the ADB’s Safeguard Policy Statement (2009). The report evaluates both the environmental and social impacts of each airport included in the project. This project was implemented in 2008 and will be completed in September 2012.

The project resulted in the improvement of the overall environmental conditions in the regions of Erdos, Bayannur, and Wuhai, as well as enhanced facilities management practices. Policy dialogue with the government during project processing focused on: Maximizing benefits to the poor and ensuring that the poor have sufficient heating by establishing specific gas and heating assistance programs Implementing market-based tariff reforms and improving billing collection Promoting private sector participation The project was comprised of four components: Urban heating supply Natural gas transmission and distribution City wastewater treatment Institutional reforms and corporate governance improvement Main objectives of this assignment included: Assist the Executing Agencies (EAs) and Project Implementation Units (PIUs) in project management and monitoring Ensure engineering design, bidding and construction activities are well organized and up to international standards Provide guidance to the EAs and PIUs on properly following ADB’s standard procedures Consulting services included: 1. Project management and administration Coordinate and supervise project construction activities and ensure that the work is carried out in accordance with the contract requirements Prepare progress reports and advise the government of Inner Mongolia Autonomous Region (IMAR) on contract matters Assist IMAR government in developing and initiating appropriate management practices and procedures for planning, monitoring, and control of the project Keeping records of all correspondence between the Project Management Offices (PMOs), Project Implementation Units (PIUs), contractors, the consultants, and financial institutions Periodic updating of the overall project disbursement schedule and physical target accomplishment Project Performance Management System (PPMS) and evaluation during implementation Preparation of quarterly progress reports for the financial institutions and the project completion reports 2. Establish a resettlement and environmental monitoring office and monitoring system 3. Inspection on Socioeconomic Impacts Develop and implement a system to inspect socioeconomic indicators of the project, including inspection and tracking on anticipated targets such as economic efficiency of the project construction and energy conservation, poverty reduction, and environmental improvement in the project area. This project will improve the urban environment and achieve long-term sustainable development in Hefei, Anhui Province. This project will contribute to and provide fundamental support to Hefei’s 11th Five Year Plan (FYP). Project components include: Improved water supply and wastewater management through the construction of wastewater treatment plants (WWTPs) and sewer network expansion Strengthened urban solid waste and landfill management River rehabilitation and flood control works Improved road infrastructure and traffic management in the Xinzhan Zone, with an innovative pilot traffic management and control system Institutional capacity building for effective and efficient project implementation and management EASEN has been providing assistance to the Hefei Project Management Office (PMOs) and the Implementation Agencies (IAs) on the implementation, commissioning and operational elements of the project to ensure compliance with the policies and guidelines of the Asian Development Bank (ADB). The project was designed to upgrade water quality in Huai River Basin in Anhui Province. The project supported policy and institutional reforms in the establishment of well performing and sustainable wastewater treatment agencies as well as the physical works for the wastewater collection system and treatment plants. The project involved the construction and development of wastewater facilities in the cities of Bengbu, Huainan and Lu’an in the Huai River Basin of Anhui Province, aiming to improve the surface water environment in the Huai River Basin and reduce the pollution discharged to the river through improved municipal wastewater management. EASEN provided the following services: Project Technical Strengthening Assistance to the Anhui Project Management Office (APMO) and the PIUs in conducting review of project design and design variation Technical assistance for resettlement and environmental monitoring during project implementation Ensure development in compliance with international practices and in accordance with the World Bank requirements Procurement Strengthening to ensure the procurement practices are in accordance with WB guidelines and assist to speed up the progress of the procurement overall Review the International Competitive Bidding (ICB) and National Competitive Bidding (NCB) documents and their Bidder Evaluation Reports (BERs) Track the procurement process for each package in the project Work as tender agency on NCB under the APMO’s assistance Project Implementation Management Strengthening Supervision and advice to project progress, contract implementation and disbursement to ensure these are in line with WB requirements Technical advice to the construction supervision companies employed by the PIU in order to ensure the project implemented in line with the construction schedule, quality designated, and under budget Training: On-the-job training to staff of APMO and PIUs and vocational guidance to deal with disputes on project management and supervision This project started in January 2006 and was completed in June 2008.

The project enhanced the urban environment and improved public health and quality of life for urban residents in the aforementioned cities, by increasing wastewater coverage, enhancing solid waste management, improving the supply of potable water, and reducing air pollution. The scope of the project included investments in energy efficiency to improve energy and environmental management in the chemical, cement, and metallurgical (iron and steel) industries. The evaluation considered four groups of project components: Mercury and diaphragm cell replacement at Jinhua Chemical Group Corporation (JCC) in Liaoning Province Technological improvements in the preparation of dense soda ash at the Tianjin Soda Plant (TSP) in Tianjin Municipality Replacement of wet process and shaft kilns at Huaxin Cement Co. Ltd. (HCC) and Guanghua Cement Factory (GCF) in Hubei Province Replacement of obsolete melting furnaces at Guiyang Special Steel Co. Ltd (GSS) in Guizhou Province EASEN provided the following services: Review all available documents relating to initial environmental examinations and environmental impact assessments Assess the environmental impact and benefits of each subproject Comment on the current environmental management and pollution control mechanism in the subproject entities Identify follow-up actions in light of possible subproject-level noncompliance with environmental standards of the country Provide written inputs, upon completion of the Operations and Maintenance (O&M), to the final report with respect to environmental impact of the project, and follow-up actions This project was implemented in 2005.

EASEN’s experts successfully completed the World Bank-financed Second Ulaanbaatar Service Improvement Project (USIP2). Under this contract, EASEN provided technical assistance (TA) in overall project management with a focus on construction supervision. The project improved the water supply to the urban poor in a sustainable manner. The project consisted of the following components: Improvement of water supply in the Ger areas of Bayankhoshuu, Chingeltei, Dambadarjaa, Dari-Ekh, Naran, and Uliastai Strengthen city wastewater treatment system and solid waste management in selected areas Support water conservation and leakage control Expand water quality monitoring and solid waste management practices Enhance energy efficiency by replacing selected obsolete high energy consuming electrical equipment with energy efficient equipment Institutional development and project management to support further improvements in selected operational and commercial aspects of USUG, as well as the overall project management of USIP2 The project included: Construction of water supply pipelines, concrete reservoirs, pumping stations, new water kiosks, rehabilitation of several water kiosks supplied by water trucks, and provision of water tankers and vacuum-type waste tanker trucks to improve the water supply in selected Ger areas Rehabilitation of city water supply pipes and water supply well fields Upgrade of telemetry systems to improve the water supply services in the urban areas Reduction of the energy consumption of the overall water supply system by replacing old, inefficient equipment and electrical lines Improvements in integrated water supply management through training and capacity building EASEN successfully improved the water supply as well as enhanced the energy efficiency, institutional development, and project management of the Ger areas in Ulaanbaatar, Mongolia. EASEN's team of experts Undertook technical support to the project that included water supply, wastewater treatment, landfill, and solid waste management in the selected cities, and provided a series of training on procurement procedures and methods for bank and international grants financed projects. EASEN also provided guidance on the implementation of the World Bank loan and several international grants (Japanese, Dutch, French, the World Bank etc), involving water pipeline connections and solid waste management for the Ger areas, landscaping, community infrastructures, low cost sanitations, micro-financing of the community led infrastructures, and public awareness campaign program for raising water and wastewater tariff, etc. This project started at the end of 2004 and was completed in June 2011.

World Bank Loan Hubei Urban Environmental ProjectWorld Bank Financed Hubei Urban Environment Improvement Project EASEN was awarded the World Bank Financed Hubei Urban Environment Improvement Project in the cities of Huangshi, Wuhan, Xiangfan, and Yichang in Hubei Province, PRC. This project is a part of a phased development program designed to improve environmental conditions and management in Hubei Province. Specific objectives of this project are to: Put in place institutions and policies able to sustain progress on the provincial plan for environmental improvement Improve wastewater collection and treatment in three cities, thus maintaining and raising surface water quality to levels suitable for municipal supply, agriculture, or other purposes Improve waste management in four cities, thus protecting water and land quality Identify the highest-impact industrial air and water polluters and significantly reduce their pollution Through the implementation of this project EASEN supported policy and institutional innovation, and provided guidance for the design and construction of physical works for wastewater handling, air pollution control, and solid waste management. Project components were as follows: Wastewater management in Huangshi, Wuhan and Xiangfan, comprising sewer systems, pump stations, and wastewater treatment facilities Municipal waste management in Huangshi, Wuhan, Xiangfan and Yichang, comprising sanitary landfill development, waste transfer facilities, vehicles and equipment Industrial pollution control Hubei environmental pollution control fund Water quality monitoring and management in Hubei and Wuhan environmental monitoring centers, comprising water quality monitoring technology, data management equipment, and institutional development Institutional strengthening through technical assistance and training EASEN was responsible for the overall project management. Detailed services included: Feasibility studies Design and design review Wastewater treatment and management strategy study for the western part of Hankou (i.e., Hanxi) Water modelling and wastewater Geographic Information System (GIS) network development Water balance study of the East Lake and modifications of the wastewater treatment plants Construction supervision and project coordination Preparation of technical specifications and commercial tender documents for industrial process modifications, civil works, goods procurement, plant and equipment supply and installations; bidding assistance and bid evaluation Preparation of quarterly and annual reports to the World Bank on behalf of Hubei Urban Environment Project Management Office This project started in 1998 and was completed in 2004.
