ADB Loan Xinjiang Aksu Integrated Urban Development and Environment Improvement Project

Easen International Co., Ltd. signed a consulting service contract for the ADB loan Xinjiang Aksu Urban Comprehensive Development and Environmental Improvement Project in August 2016.

 

In order to improve the service level of infrastructure in Aksu City, the government of Xinjiang Uygur Autonomous Region has applied for a $150 million loan from the Asian Development Bank to carry out infrastructure construction and renovation in Aksu City. This project supports: (1) improvement of urban roads, (2) expansion of parks and green spaces, (3) improvement of water supply services, (4) improvement of drainage conditions, (5) improvement of heating conditions, (6) expansion of garbage collection services, (7) comprehensive improvement of wetlands, (8) strengthening of solid waste management, wetland management, and traffic management in Aksu City. Therefore, by improving the transportation of urban and rural residents and impoverished populations, as well as improving the environment, the implementation of the project is conducive to poverty alleviation and reduction. Through the improvement of urban service facilities and environment, such as urban roads, parks and green spaces, water supply and drainage, heating, garbage treatment, and the implementation of comprehensive wetland remediation projects, vulnerable groups in society can directly benefit and improve their quality of life.

 

This project will significantly improve municipal services in the project area:

 

(i) The number of households connected to tap water supply will increase from 52.6% to 88.6%,

(ii) The number of households with sewage connections will increase from 8.0% to 66.6%,

(iii) The number of households with central heating systems will increase from 12.7% to 87.0%,

 

The coverage of solid waste management in households will increase from 18.7% to 100%.

 

The improvement of services will have a significant impact on the environment, including intercepting approximately 21600 cubic meters of currently uncollected wastewater, thereby reducing pollution of Aksu's water resources. The project not only covers an area of 31 square kilometers in the central urban area, but also occupies the Aksudora Wetland in the northern part of the central urban area. Suitable for upgrading residential alleyway components in suburban communities primarily inhabited by ethnic minorities. Improve the conditions and connectivity of Aksu's urban road network for users of all backbone, secondary, collection, and lane sizes.
