ADB Loan 2420-PRC: Xinjiang Municipal Infrastructure and Environmental Improvement Project (Phase I)

 

 

EASEN was contracted for the Asian Development Bank (ADB) Loan 2420-PRC: Xinjiang Municipal Infrastructure & Environmental Improvement Project (Phase I).

 

 

The project’s three components are:

 

  1. Yining City roads and municipal services
  2. Alashankou land port municipal infrastructure and environmental protection
  3. Kanas scenic region infrastructure and environmental protection

 

 

The objective of the Project is to sustain socioeconomic growth and improve living standards in the border areas of northern Xinjiang (Altay Administrative District, Boertala Mongolian Autonomous Prefecture, and ili Kazak Autonomous Prefecture. The outcome is improved municipal infrastructure and a better ecological environment in Alashankou land port, Kanas scenic region, and Yining City.

 

 

EASEN will provide guidance and advice to the local Project Management Offices (PMOs) and Implementation Agencies (IAs) throughout the project implementation period on:

 

  • Project construction conditions
  • ADB procedures and requirements
  • Operation and management of project facilities

 

 

Services include:

 

  • Project Implementation and Construction Management
  • Urban Roads and Highway Management; Wastewater Treatment
  • Ensure the quality of design review and construction supervision
  • Solid waste management and central heating supply
  • Institutional strengthening and capacity building
  • Environmental monitoring
  • Social development
  • Resettlement and ethnic minority monitoring
  • Management Information System (MIS) and Project Performance Management System (PPMS)
  • Financial management
  • Training programs including project planning, construction management, operation and maintenance, financial management, environmental monitoring, among others.

 

This project started in January 2010 and will be completed in December 2014.
