ADB Loan Inner Mongolia Environmental Project

 

EASEN managed Implementation Supervision & Institutional Strengthening for the Asian Development Bank (ADB) Financed Inner Mongolia Autonomous Region Environment Improvement Project, Inner Mongolia, China. The project was established in order to improve the overall condition of the environment in the regions of Erdos, Bayannur and Wuhai, as well as to improve the facilities management practices. The goal was to improve the environment by modifying and constructing the region's water supply, wastewater treatment, landfill and solid waste management, and central heating and natural gas facilities.

 

Policy dialogue with the government during project processing focused on:

 

  • Maximizing benefits to the poor and ensuring that the poor have sufficient heating by establishing specific gas and heating assistance programs
  • Implementing market-based tariff reforms and improving billing collection
  • Promoting private sector participation

 

The main objectives of the implementing consultancy were:

 

  • Assist the Executive Agency (EA) and Project Implementation Units (PIUs) in project management and monitoring
  • Ensure engineering design, bidding and construction activities are well organized
  • Provide guidance and assistance to the EA and PIUs following ADB’s standard procedures

 

This project started in 2008 and ended in 2012.
