ADB Loan 2260-PRC: Inner Mongolia Autonomous Region Environment Improvement Project

 

 

EASEN signed for the Asian Development Bank (ADB) Loan 2260-PRC: Inner Mongolia Autonomous Region Environment Improvement Project in which our experts provided consulting services for project implementation supervision. The project resulted in the improvement of the overall environmental conditions in the regions of Erdos, Bayannur, and Wuhai, as well as enhanced facilities management practices.

 

 

 

Policy dialogue with the government during project processing focused on:

 

  • Maximizing benefits to the poor and ensuring that the poor have sufficient heating by establishing specific gas and heating assistance programs
  • Implementing market-based tariff reforms and improving billing collection
  • Promoting private sector participation

 

 

The project was comprised of four components:

 

  1. Urban heating supply
  2. Natural gas transmission and distribution
  3. City wastewater treatment
  4. Institutional reforms and corporate governance improvement

 

 

Main objectives of this assignment included:

 

  • Assist the Executing Agencies (EAs) and Project Implementation Units (PIUs) in project management and monitoring
  • Ensure engineering design, bidding and construction activities are well organized and up to international standards
  • Provide guidance to the EAs and PIUs on properly following ADB’s standard procedures

 

 

 

Consulting services included:

 

 

1. Project management and administration

 

  • Coordinate and supervise project construction activities and ensure that the work is carried out in accordance with the contract requirements
  • Prepare progress reports and advise the government of Inner Mongolia Autonomous Region (IMAR) on contract matters
  • Assist IMAR government in developing and initiating appropriate management practices and procedures for planning, monitoring, and control of the project
  • Keeping records of all correspondence between the Project Management Offices (PMOs), Project Implementation Units (PIUs), contractors, the consultants, and financial institutions
  • Periodic updating of the overall project disbursement schedule and physical target accomplishment
  • Project Performance Management System (PPMS) and evaluation during implementation
  • Preparation of quarterly progress reports for the financial institutions and the project completion reports

 

2. Establish a resettlement and environmental monitoring office and monitoring system

 

3. Inspection on Socioeconomic Impacts

 

Develop and implement a system to inspect socioeconomic indicators of the project, including inspection and tracking on anticipated targets such as economic efficiency of the project construction and energy conservation, poverty reduction, and environmental improvement in the project area.

 

 

This project started in 2008 and was completed in 2011.
