ADB Loan 2526-PRC Xinjiang Transport and Environmental Improvement Project

The Asian Development Bank (ADB) Loan 2526-PRC: Xinjiang Urban Transport and Environmental Improvement Project (Phase II) by the Xinjiang Uygur Autonomous Region Project Management Office (XUAR PMO)

 

 

EASEN was contracted for The Asian Development Bank (ADB) Loan 2526-PRC: Xinjiang Urban Transport and Environmental Improvement Project (Phase II) by the Xinjiang Uygur Autonomous Region Project Management Office (XUAR PMO). This project will expand urban transport and sanitation infrastructures, improve the environment, promote social-economic growth, and achieve sustainable development in the cities of Altay, Changji, Hami, Kuytun, and Turpan in the Xinjiang Uygur Autonomous Region (Xinjiang).

 

For this project, EASEN consulting experts will provide technical support and training in the fields of technology, institution, management, finance, and project implementation.

Our experts will also develop the aspects of expertise in:

 

 

  • Efficient construction & operation of the facilities
  • Functional areas covering, administration, finance and accounting
  • Human resource development
  • Financial sustainability
  • Strengthening and promoting institutional competence building through overseas and domestic training

EASEN will provide guidance and advice to local Project Management Offices (PMO) and Implementation Agencies (IAs) throughout the project implementation period on project construction conditions, ADB procedures and requirements, and operation and management of project facilities.

EASEN will manage all electrical and
mechanical equipment and control systems relative to:

 

  • Environmental monitoring
  • Social development
  • Resettlement and ethnic minority monitoring
  • Management Information System (MIS)
  • Project Performance Management System (PPMS)
  • Financial management

 

 

EASEN will manage training programs in the following areas:

 

  • Project planning
  • Construction management
  • Operation and maintenance
  • Financial management
  • Environmental monitoring

The expected outcome of this project is improved urban infrastructure and the achievement of the environmental objectives approved in the city master plans and the 11th Five Year Plan.

 

The project began in August 2011 and will finish in August 2014.
