ADB Loan No. 2407-PRC: Gansu Baiyin Urban Development Project
EASEN was awarded the Asian Development Bank (ADB) Loan No. 2407-PRC: Gansu Baiyin Urban Development Project.
The project consisted of five components:

Project Implementation Support:
- Hands-on training and operational guidance in project management
- Assist preparation and review of the bidding documents/bid evaluation documents for both civil works contracts and equipment contracts
- Assist contract management during project implementation
- Establish a sound financial management system between Project Management Offices (PMOs) and Implementation Agencies/Project Implementation Units (IAs/PIUs)
- Technical review of engineering designs in accordance with design codes as well as national and international standards
- Construction inspection and supervision on key construction components for quality control
- Provide assistance to help the Executing Agencies (EAs) and Project Management Offices (PMOs)
- Develop a detailed and effective project performance monitoring system
Environmental Management System for Southern Baiyin Industrial Zone:
- Develop a detailed operational mechanism for interaction in the 3-tier Environmental Management System (EMS)
- Develop a set of relevant draft environmental regulations
- Develop a Centralized Environmental Management Information System (CEMIS) to be set at the satellite office of the Baiyin Environmental Protection Bureau
- Identify the software and miscellaneous equipment required
- Prepare procurement packages for the CEMIS
- Develop the CEMIS user manual and provide training on data collection and maintenance, system operations and maintenance, reporting, and early warning functions of the system
- Prepare public awareness brochures and media education materials for EMS and provide training accordingly
Geographic Information System Based (GIS-based) Urban Planning and Road and Bridge Management System:
- Evaluation of the existing GIS-based urban management system and develop a plan for upgrading and expansion
- Develop the urban planning and road and bridge management module for the Urban Planning and Bridge Management System (UPRBMS)
- Develop the design framework, software and hardware requirements, and detailed technical specifications for the GIS-based UPRBMS, as well as additional requirements
- Prepare procurement packages, then conduct procurement of the equipments required for GIS-based UPRBMS and supervise installation
- Develop the GIS interface and connection to the existing urban development management system
- Develop the GIS-based UPRBMS user manual and provide operational training on data collection and maintenance, system operation, and maintenance
This project started in 2009 and was completed in 2011.
