ADB TA 44020-PRC: Gansu Urban Infrastructure Development and Wetland Protection Project

 

 

EASEN was contracted for technical assistance (TA) for the Asian Development Bank (ADB) Loan TA 44020: Gansu Urban Infrastructure Development and Wetland Protection Project. This project improved the urban road and bridge infrastructure, water supply and sewerage systems, urban environment, and wetland protection in the cities of Dingxi and Zhangye in Gansu Province, the People’s Republic of China.

 

Tasks included the preparation of a feasibility study and investment project for possible funding by the ADB to support the government’s efforts of promoting integrated urban infrastructure development and environmental protection.

 

EASEN consultants provided the following services:

 

  • Review institutional arrangements for the project and assess the capacity of the Gansu Provincial Finance Bureau (GPFB), the project executing agency
  • Prepare institutional capacity development programs for relevant project components concerned with roads, bridges, traffic management, water supply and wastewater treatment services, urban environmental management, and wetland restoration and protection in line with ADB’s Guidelines for the Financial Management and Analysis of Projects
  • Propose a detailed, realistic, and operationally sound organization of the PMO to ensure efficient project implementation as well as an efficient structure for the (implementation agencies IAs
  • Assess and determine interagency arrangements and coordination among roads, bridges, and water supply services and other municipal services during construction, and operation and maintenance of completed infrastructure facilities
  • Design and conduct training workshops to cover ADB procedural requirements
  • During implementation, identify consulting services required for further training programs.
  • Assess the capacity of GPFB and IAs to undertake procurement in accordance with ADB requirements and guidelines
  • Provide recommendations to improve the IAs’ corporate governance, internal audit, project and financial management, and environmental management, including wetland restoration and protection, with consideration of best international and national practices

 

 

The project started in May 2011 and was completed in December 2011.
