WB Loan Hubei Jingzhou Historic Town Conservation Project
Easen International Co., Ltd. signed a consulting service contract for the World Bank loan Hubei Jingzhou Ancient City Restoration and Protection Project in March 2017. The World Bank Executive Board has approved China's use of World Bank loans for the restoration and protection of the Jingzhou Ancient City in Hubei Province. The project focuses on the protection and utilization of cultural heritage, and aims to promote sustainable urban development, alleviate traffic congestion in the ancient city area, improve the living environment of residents around the ancient city, and enhance the protection of the ancient city by taking measures such as cultural heritage protection in Jingzhou City, improving the water environment of the ancient city, and enhancing transportation convenience. The project construction includes the protection and restoration of cultural heritage such as the city walls and Kaiyuan Temple of Jingzhou Ancient City, upgrading of Jingzhou Museum, improvement of tourism information center, improvement of drainage and sewage pipeline network of Jingzhou Ancient City, construction of moats and wetlands along lakes, improvement of roads and public transportation in Jingzhou Ancient City, and enhancement of project management and institutional capabilities. The total investment of the project is about 1.059 billion yuan, of which 100 million US dollars is planned to be borrowed from the World Bank, with a loan term of 25 years (including a 5-year grace period). The expected execution period of the project is from March 2016 to March 2021. Brief Content of Project Planning for the Restoration and Protection of Jingzhou Ancient City in Hubei Province Governance of the moat river system Dredging of moats. We plan to construct a partial slope protection and ecological revetment of the North moat with a length of 2350 meters, and carry out full dredging of the moat. The total amount of dredging is 718180 cubic meters. ● Water system management within the ancient city. We plan to carry out dredging and ecological revetment construction on North Lake and West Lake, with a total dredging volume of 482400 cubic meters. The sewage interception project on the outer side of the moat. Construct a 5600meter D600-D800 sewage interceptor for the moat. Jingzhou Brick City Maintenance and Tucheng Governance Repair the 2154.14meter south city wall and the 1240.7meter north city wall. Conduct soil compaction, slope protection, weed eradication, and pedestrian walkway construction on the approximately 10.28kilometer long Tucheng. Construction of Supporting Facilities for the Protection of Jingzhou Ancient City 10.28kilometer ring road protection, maintenance, and supporting facilities within the city wall. The road protection and maintenance of the outer ring road of the moat, with a total length of 8844 meters. ● Traffic dredging projects inside and outside the ancient city. Build 4 tourist reception centers with a total construction area of 64003 square meters. Ancient City Plant Restoration and Improvement Project A landscaping project with a total length of 8620 meters around the city wall, with a planned green area of 30.2 hectares. The landscaping project around the moat has a planned green area of 15.8 hectares. -
ADB Loan Hubei Huanggang Urban Environment Improvement Project
Easen International Co., Ltd. signed a consulting service contract for the Hubei Huanggang Urban Environmental Comprehensive Treatment Project with an Asian Development Bank loan in April 2016. The goal of this project is to promote the urbanization process of environmental sustainability and social inclusion in Huanggang City, Hubei Province, China by improving urban infrastructure construction and management services. This project will support the capacity development of urban river and lake environmental improvement, solid waste management, urban road and related public facility networks, and related urban services. The project plans to utilize a loan of 100 million US dollars from the Asian Development Bank, and is expected to be executed from April 2016 to August 2020. As part of the project capacity building project, the environmental protection department of Huanggang City will develop a water quality monitoring and forecasting system for the upper reaches of Xingfu River, as well as Baitan and Chiye Lake, and use it for systematic and sustainable water quality management. The system will be based on hydraulic and water quality models developed during project preparation, with great potential for replication. It can be disseminated as a good practice for sustainable pollution control and ecological protection, applicable to pollution and clogged urban lakes in small and medium-sized cities along the Yangtze River and other regions of China This project includes three sub projects: (i) Urban Lake and River Improvement sub project, (ii) Solid Waste Management sub project, and (iii) Capacity Development and Institutional Strengthening sub project. -
World Bank Loan Ma'anshan Cihu River Basin Environment Project
Easen International Co.,Ltd has signed the consulting service contract for WB Loan Ma’anshan Cihu River Basin Environment Project. The Project has received a loan from World Bank of USD 100 million.The content of the project including: (1) Cihu River Rehabilitation and Drainage Improvement. This component will rehabilitate the upstream and downstream areas of the Cihu River through slope protection, embankment strengthening, and ecological rehabilitation. It will also rehabilitate storm water pumping stations in the Ma’anshan City area. (2) Rehabilitation of Tributaries and Drainage Canals. This component will rehabilitate tributaries and drainage canals in Huashan district and the Hitech Zone and will upgrade ponds used for storm retention basins. (3) Environment Management and Monitoring. This component will design and implement a watershed scale water quality monitoring program and develop and publish a reference document for preventing and mitigating future contamination of water from mining activities and for ecologically restoring mined lands. (4) Capacity Building and Project Implementation Support. This component will support Ma’anshan Municipality in coordinating and managing implementation of the project. Easen will provide consulting service for the client and WB on the project for 5 years. World Bank Loan Zhejiang Qiantang River Basin Small Towns Environmental Project APRIL 16, 2012: EASEN will provide technical assistance (TA) in the contract awarded for the World Bank Loan Zhejiang Qiantang River Basin Small Towns Environmental Project. The proposed TA team’s objective is to assist Zhejiang Province in increasing access to sustainable urban environmental infrastructure in selected cities, districts and towns in the Qiantang River Basin. This will be achieved by supporting infrastructure investments in the water supply, wastewater and solid waste sectors, as well as capacity building activities to ensure long term sustainability. EASEN will provide design review services for all detailed design and bidding documents; construction and contract implementation supervision; social and environmental monitoring; operation and maintenance (O&M) manuals for water and wastewater treatment facilities; oversee facility operation and management, prepare progress reports and implementation completion reports, and organize domestic and overseas training sessions and related capacity building and institutional strengthening activities for the small cities/towns/villages along the Qiantang River basin areas. -
ADB Grant 0190-PRC Shanxi Small Cities and Towns Development Project
ADB Grant 0190-PRC Shanxi Small Cities and Towns Development Demonstration Sector Project On March 8, 2012, EASEN was awarded the consulting service contract for the Asian Development Bank (ADB) Grant Shanxi Small Cities and Towns Development Demonstration Sector Project Management. In regards to this project, the ADB will provide a grant (GRANT NO.: 0190-PRC) from the Water Financing Partnership Facility, in order to enhance the sustainability of water supply and wastewater infrastructure in the subproject’s small cities and towns of Shanxi Province. For this project, EASEN’s consulting experts will assess the current institutional and financial performance of the local government agencies involved, and design a development program to strengthen the institutional and financial management practices in regards to planning, financing, implementing, operating, and maintaining water and wastewater facilities. Background: The People’s Republic of China (PRC) is experiencing urbanization at a scale unprecedented in human history. Between 1978 and 2007, the PRC’s urban population increased from 18% to 45% and is projected to reach 56% by 2020, when the PRC’s urban population will be around 800 million. Delivering adequate water supply and wastewater services to existing and future urban residents is critical to the sustainability of the PRC’s ongoing urbanization drive. While water supply coverage rates are generally high, water quality is threatened in many cities and towns as a result of surface and ground water pollution. Wastewater collection systems lag behind urbanization and treatment rates are low, particularly in small cities and towns. In this project, EASEN will support improvements to urban infrastructure services in order to enhance the sustainability of the water supply and wastewater infrastructure of Shanxi Province. EASEN’s team of experts will provide the following services: • On-site technical assistance (TA) • Introduction of new skills and procedures • Oversee facility operation and management (O&M) • Organize training sessions in key disciplines • Prepare progress reports and strengthen the implementation of completion reports • Present a detailed work plan and implementation schedule
