Gu Wen
Senior Engineer
Mr. Gu Wen has broad professional working experiences with state owned companies as well as the joint-stock companies, his focus covers from technical specifications to business management in waters and electricity profession. While working in Tianjin city, Mr. Gu participated in several accomplishments of municipal infrastructure development involving municipal drainage planning, project preparation ( from initiation through to approval, feasibility study, preliminary design, construction design and cost estimation, etc.), he actively participated in providing advisory on government’s business talks over investment in municipal sewage network, pumping stations, WWPT, etc. While working with one design institute, he completed and/or assist in the 300 design assignments; while working with one consulting company, he completed 10 special project plans , 20 investment plans of BOT, TOT, BT projects and the agreements between the governments and the investors thereof, capacity for these projects ranging from 3,000t/d to 150,000 t/d, the investment from 8 million to 300 million. In the practice of consultation on water project investment, Mr. Gu has gained the skill to optimize project investment programming in providing satisfying service to both the government and the investors according to their respective needs. Mr Gu has also learnt the negotiation skill useful in reducing the investment risk to the minimum, his competence recognized in strong adaptability and team work ability in conjunction with the many contacts built over years is very helpful to carry out the project to the satisfaction.
Guoli Chen
Chemical Engineer (Organic Synthesis) & Cleaner Production Auditor
Mrs. Guoli Chen (Chinese National) is a Chemical Engineer and Cleaner Production Auditor with over 26 years of experience working in the Water and Wastewater Treatment fields. During this period, including Mrs. Chen’s experience working for Renyuan Environmental Protection Construction Co., Ltd and Anquan Environmental Protection Construction Co., Ltd., Ms. Chen successfully participated in the completion of over 50 Engineering projects, over 5 Consulting projects and 2 Cleaner Audit projects in related fields. Mrs. Chen achieved the Chemical Engineer Diploma in 1993 and Cleaner Production Auditor Certification in 2010. Mrs. Chen’s work focuses mainly on the engineering of industrial and domestic wastewater treatment processes; nevertheless, she also has extensive experience in consulting for other environmental protection related projects. Throughout her career, Mrs. Chen has been actively involved in the design, installation management, commissioning, and acceptance of projects, including treatment processes for clean water, pure water, sewage, wastewater, and high concentrations of organic wastewater. She has also worked in diverse environments including Taiwanese and Japanese-invested enterprises in China. Mrs. Chen’s main tasks performed for Industrial Wastewater Treatment projects include proposal preparation, bidding, preliminary design, installation, commissioning and compliance works. Furthermore, she has worked in projects for a variety of industries including coating, printing, leisure golf, electronics, food processing, chemical pharmaceutical and ceramic etc. Mrs. Chen has provided consulting services mainly related to technology assessments for wastewater management projects. For these projects Mrs. Chen has undertaken tasks throughout the whole consulting process, among which are bid preparation, design review, summary and preparation of feasibility study reports, technical support, site visits, communication and contract negotiation with and for the client.
Russel
Mr. Russel PhD
Dr. Russel is a Bangladeshi Citizen and working as a senior environmental specialist. He has extensive experiences and solid professional background in environmental science and environmental engineering. His research and other experiences have given him the knowledge including sewage treatment, environmental planning and management, environmental risk assessment, hazardous materials, pollution control, bio-safety, environmental science, environmental engineering, land pollution control, environmental toxicology, enzyme immunoassay, ADB monitoring etc. He has worked with United Nation Head Quarter, New York, USA (DESA) Environmental sustainable development group and experienced with Phase I, II and III Environmental improvement projects financed by ADB,WB,IFC, GEF, USTDA to give the technical support in the projects. He also has rich experiences in site assessment and remediation, waste water treatment plant, solid waste, central heating and roads etc. Dr. Russel has more than 5 years' experiences of national and international projects and more than 6 years’ international research experiences in laboratory and field work. He has worked in Bangladesh, China, Hong Kong, New Zealand, USA, and Slovenia. He also has profound business and commercial experience and has worked in Singapore, South Korea, Thailand, India, China, Australia, USA, Japan etc. Dr. Russel is a member of Institution of Professional Engineers New Zealand (IPENZ). He has gained his PhD and M.S in Environmental Science and Engineering from China University of Geosciences.
Wei Li
Financial Consultant / Project Manager
Mr. Wei Li is a financial consultant, involved in many Asian Development Bank and World Bank Projects as well as PE/VC investments. He is skilful in financial modeling (forecasting, DCF, valuation, etc.), preparing various documents (teaser, financial report, etc), and conducting research, business development, financial analysis, financial due diligence, etc. He also holds project manager roles and has accumulated strong project management skills/experiences in some of above projects. Mr. Wei Li also worked as an Asian Development Bank staff consultant several times. In such work, he worked in ADB Review Mission teams directly to check and re-evaluate some projects ADB invested in China. Mr. Wei Li graduated with a Master’s degree in Accounting from Leeds Business School, Leeds Metropolitan University, UK.
Candy Wang
Social & Ethnic Minority / Gender Development Specialist
Ms. Candy Wang (Chinese National) is a Social & Ethnic Minority / Gender Development Specialist. With over 4 years of experience working for projects funded by the Asian Development Bank (ADB) and the World Bank in China. Ms. Wang has successfully completed over 6 consulting projects in related fields in which she has gained deep understanding of Chinese governments’ practices and at the same time has helped to develop and implement specific ethnic minorities and gender development policies in order to protect these vulnerable groups. Throughout her project experiences, Ms. Wang’s work has focused mainly on assignments involving social assessment, ethnic minority development, gender development and handicraft promotion; furthermore, she is continuously involved in multi-sector projects financed by the ADB and the World Bank, providing overall support to EASEN’s business development activities through preparation of Expressions Of Interest (EOIs) and Proposal for biddings, as well as supporting project implementation through preparation of Project Reports and translation. Most recently Ms. Wang was recruited by the ADB for the implementation of the Turpan Women’s Ethnic Minority Cultural Tourism Development Project, where she takes the position of Social & Ethnic Minority / Gender Development Specialist. Her tasks include: (i) conduct stakeholder workshops and analysis with ethnic minority women to identify existing capacity, needs and interests; (ii) Analyze local tourism market opportunities and external resources for handicraft and home visit tourism marketing; (iii) design and conduct capacity building programs focusing on small business development and marketing, cultural tourism, traditional food preparation and storage, handicraft production, etc; (iv) prepare implementation plan, budget, monitoring indicators and schedule; and (v) design the contents and operating mechanisms for small business start up. Other Relevant Experience: Since 2009, Ms. Wang has participated in the implementation and preparation of several ADB / World Bank projects. She has been a project assistant / coordinator for the ADB Loan Gansu Baiyin Urban Development Project; ADB Loan Xinjiang Municipal Infrastructure and Environment Improvement Project; ADB Loan Xinjiang Urban Transport and Environmental Improvement Project; World Bank Loan Guizhou Cultural and Natural Heritage Protection and Development Project; World Bank Loan Ningbo New Countryside Development Project -Chunhu Town Infrastructure Development Component.
Denny Wu
Water & Wastewater Engineer
Mr. Denny Wu (Chinese National), who has obtained a master degree in Environmental Engineering, is an Environmental Engineer with over 5 years of experience working in the Water and Wastewater Treatment field. During this period Mr. Wu has successfully participated in the completion of over 6 engineering projects and over 3 consulting projects financed by the World Bank, the Asia Development Bank and the USTDA in the fields of infrastructure development and water related components. Mr. Wu’s work focuses mainly on the overall engineering process for water supply and industrial wastewater treatment projects as well as taking part in the Technical Assistance for environmental protection projects for both industrial projects and other projects financed by international development organizations. Mr. Wu’s assignments have included Due Diligence, design and equipments procurement and installation for water treatment projects, as well as industrial and municipal wastewater treatment projects. Some relvant tasks performed included: proposal preparation, bidding, preliminary design, detailed design, installation, commissioning and compliance works. Mr. Wu has provided technical services for projects financed by international development organizations such as the World Bank, the ADB and USTDA. For these projects Mr. Wu has undertaken tasks throughout the whole consulting process, among which are the reviews of preliminary designs, shop drawings, technical specifications, and BOQ, update of management of project implementation database systems, audit of project variations and applications for progress reimbursement, preparation for monthly, quarterly, semi-annual project progress report and borrower’s Implementation Completion Report after loan closing. Mr. Wu currently works at Easen International as an Environmental Engineer for water and wastewater treatment projects.
